  1. The application seeks to amend Non-Material Amendment: Changes to CH/19/201 to amend parameter plans as approved. The proposed changes to the latest approved parameter plans are illustrated on the NMA Parameter Plans and are summarised below: • Rationalisation of attenuation ponds and locations, given the evolution of the drainage guidance since the original development and AECOM outline drainage strategy were approved • Incorporation of 2 additional “existing” ponds - these are in situ and are now to be included in the drainage design approach • Relocation of the LEAP in phase 1 due to the “existing pond” not allowing space in indicative existing location • Identification of the model railway within Lichfield District • The removal of the solar farm. • Reduction in the area of land within Cannock District to be Employment land Most of the changes are provided for clarity and to respond to drainage challenges within the site now more detailed designs have been progressed. The Council sought views from Flood Authority, Brindley Heath Parish Council, Lichfield District, Natural England, Staffordshire Police, Canal and Rivers Trust, Housing, Environmental Health, Sport England and Active Travel England. No objections were raised. One key consideration for Cannock District in relation to the now adopted Local Plan was the slight reduction in employment land proposed. This is linked from the applicant’s perspective to increased cubic flood storage requirements in relevant standards since the original outline application was determined. In consultation with Policy colleagues no objections are raised to this consideration taking account that there is a surplus of land of 0.63Ha within the Local Plan Allocations. The reduction effectively aligns with this surplus such that the wider assumptions around Employment Land Allocations (74Ha within the wider plan) are not prejudiced. In terms of the removal of the solar farm aspect, this was not a policy requirement in any event. Overall therefore, this is a large site approved under application 19/00753/OUTMEI in Lichfield District and CH/19/201 within Cannock Chase District. The proposed amendments, including cumulatively with earlier amendments, do not change the use of the site or give rise to any impacts which are material in the context of the scale and nature of the approved scheme. The changes remain in accordance with respective Development Plans for the district and the conditions set out within the decision notices. As such, It is considered that the amendments proposed are non-material and are acceptable from a planning perspective and the approved Parameter Plans are therefore: Access and Movement 01585 PP 01 Rev 18 Building Heights 01585 PP 03 Rev P16 Density 01585 PP 05 Rev P14 Green Infrastructure 01585 PP 04 Rev P15 Land Use 01585 PP 02 Rev P14
