  1. The proposed use of the premises to provide care and support for three young persons would generally be held to fall within Class C2 of the Order (Residential institutions). However, the evidence suggests that the activity associated with the proposed use would not be materially different from that which preceded it (as a conventional dwellinghouse). As such, the change of use is not material, so planning permission is not required. It is therefore appropriate to issue a lawful use certificate.
