  1. In accordance with Paragraph 38 of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework.
  2. The application site is located within Flood Risk Zones 2 and 3. The submitted Flood Risk Assessment lacks site-specific technical detail that would demonstrate the proposal’s impact on whether flood risk would be exacerbated and the efficiency of the specified mitigation strategies. In the absence of sufficient evidence, the Local Planning Authority cannot be satisfied that the development would be safe for its lifetime or that it would not increase flood risk elsewhere, the proposal is therefore contrary to Paragraph 170 of the National Planning Policy Framework.
  3. The proposed two-storey rear extension, by virtue of its scale, massing, and depth, would appear as a visually disproportionate and incongruous addition to the host dwelling. The extension would conflict with the character and form of the host dwelling and the scale and pattern of surrounding dwellings within the immediate streetscene, resulting in a development that is not well-related to existing buildings, and thus contrary to Policy CP3 of the Cannock Chase Local Plan, the Council’s Design SPD, and relevant guidance within the National Planning Policy Framework.
  4. The cumulative massing and scale of the proposed extensions, as well as its proximity to the shared boundary with No. 9 Bishops Grange would create an overbearing impact to neighbouring areas of amenity. The proposed development, by virtue of its excessive depth and various site-specific conditions, would result in a sense of enclosure and an oppressive effect on neighbouring amenity space, as well resulting in the neighbouring outlook to be dominated by built form. These impacts are contrary to Policy CP3 of the Cannock Chase Local Plan, the Council’s Design SPD, and the National Planning Policy Framework, which seek to ensure that developments protect the amenity of neighbouring occupiers.
