  1. In accordance with Paragraph 38 of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework.
  2. 1. The proposed two-storey side extension, by virtue of its excessive scale and design, would fail to appear subordinate to the existing dwelling and would be out of keeping with the character and appearance of the surrounding area. The extension would also replace existing soft landscaping with a large built form, leading to a visually intrusive and dominant addition that would appear incongruous within the streetscene. The proposal is therefore contrary to Policy CP3 of the Cannock Chase Local Plan (2014), the Council’s Design Supplementary Planning Document, and the aims and objectives of the National Planning Policy Framework.
