  1. Reason for Refusal In accordance with Paragraph 38 of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework.
  2. 1. The site is located within the West Midlands Green Belt wherein there is a presumption against inappropriate development which should only be approved where very special circumstances have been demonstrated to exist. The proposed extensions, by reason of the scale, mass, and design would result in disproportionate additions over and above the original building. When considered cumulatively with existing extensions, the proposal would have a materially greater impact on the openness of the Green Belt. As such, it constitutes inappropriate development in the Green Belt, contrary to Paragraph 154(c) of the National Planning Policy Framework. Furthermore, no very special circumstances have been demonstrated to justify approval of the extension.
