  1. The proposed use of the premises to provide care and support for 1 young person would generally be held to fall within Class C2 of the Order (Residential institutions). The evidence suggests that the activity associated with the proposed use would not be materially different from that which preceded it (as a conventional dwellinghouse). As such, the change of use is not material, so planning permission is not required. It is therefore appropriate to issue a lawful use certificate.
  2. Coal Authority The proposed development lies within a coal mining area which may contain unrecorded coal mining related hazards. If any coal mining feature is encountered during development, this should be reported immediately to the Mining Remediation Authority on 0345 762 6846 or if a hazard is encountered on site call the emergency line 0800 288 4242.
