The application seeks to amend Non-Material Amendment: Changes to CH/19/201 to amend parameter plans as approved. The proposed changes to the latest approved parameter plans are illustrated on the NMA Parameter Plans Markup of Changes document submitted (albeit the markup document is not to form an approved document and is for illustrative purposes) and are summarised below: 1. Changes to the parameter plans to facilitate NGED’s cable sealing end compound – by virtue of the very small area affected, the proposed Land Use Parameter Plan and Green Infrastructure Parameter Plan show the proposed location as ‘Open Space’. 2. Reduction in land for ‘existing sub-stations’ around the 132kV building to only reflect the retention of the building itself – to ensure that the amount of land to deliver open space and allotments is not diminished. The existing open-air substation is proposed to be replaced by allotments and the land to the west of the existing 132kV building is proposed to be open space, in addition to an indicative location for a LEAP (point 4). An agreement is in place between the applicant and NGED so that the allotments can co-exist with the cable routes. The area designated for open space is proposed to be increased by approximately 0.37 hectares and the allotment area is proposed to be increased by approximately 0.2 hectares compared to the latest approved parameter plans. 3. Slight re-location of the approved ‘Other Formal Open Space’ e.g. sports pitches – this area is proposed to shift slightly east to avoid easements. The area of ‘Other Formal Open Space’ has not changed size. 4. Relocation of the indicative LEAP currently within Phase 3C(ii)/Parcel N05 (land designated as ‘Residential’) to Phase 1D to the west of the existing 132kV building, land designated as ‘Open Space’. 5. Re-location of the arrow showing an ‘indicative location of surface water attenuations ponds, basins and swales’ from within Phase 1A/ Parcel N01 to adjacent to this Phase/Parcel. 6. Slight re-location of the area for ground mounted solar panels (area to the west of the 400kV substation) to the west to reflect the location of a swale. The area for ground mounted solar panels has not changed size. The proposed indicative location of the surface attenuation pond, basin or swale and indicative location of the LEAP to the south of the ground mounted solar panels has slightly been amended within the same general area. 7. Amendments to the Access and Movement Parameter Plan (now Revision P14): • To show an indicative footpath / cycleway adjacent to Parcel N04 to show an active travel connection into the Riverside Park. • An indicative footpath / cycleway from the spine road to the recently approved access road from Lea Hall Valley Way (A51) to the All Through School (LDC application reference: 23/01012/REMM and CCDC application reference: CH/23/0312) adjacent to Parcels N02 and N05, as well as an arrow specifying a ‘Vehicular, pedestrian / cycle site access’ from the new roundabout on the A51 (which was subject to prior approval application SCC/24/0008/PD and approved by Staffordshire County Council (SCC) on the 19th January 2024) for completeness. • An indicative footpath / cycleway is shown adjacent to Parcels N03, S02 and S03. • The indicative footpath /cycleway has been removed adjacent to the A51 and Parcel N01 due to existing trees. • The access to the existing 132kV substation has been amended The below table sets out the which documents are superseded and the drawing that will now become the approved plan to be made under this application. This is a large site approved under application 19/00753/OUTMEI in Lichfield District and CH/19/201 within Cannock Chase District. The proposed amendments, including cumulatively with earlier amendments, do not change the use of the site or give rise to any impacts which are material in the context of the scale and nature of the approved scheme. The changes remain in accordance with respective Development Plans for the district and the conditions set out within the decision notices. As such, It is considered that the amendments proposed are non-material and are acceptable from a planning perspective.
