  1. Reason for Refusal of Planning Permission The proposed condenser units by reason of their prominent position and visually inappropriate modern design would not preserve or enhance the Grade II designated heritage asset or the wider setting of the Cannock Town Centre Conservation Area, causing less than substantial harm that cannot and has not been outweighed by public benefit. The proposal is therefore considered to be contrary to Government Guidance contained in Sections 16 (2) and 66 of (Listed Buildings and Conservation Areas) Act 1990, Policy CP15 of the Cannock Chase District Local Plan (2014) and paragraphs 202, 210, 212 and 213 of the National Planning Policy Framework (2024).
