The proposal would be inappropriate development, causing harm to the openness which the National Planning Policy Framework states is harmful to the Green Belt and should only be approved in Very Special Circumstances. The fallback position of a proposed outbuilding which could be built under The Town and Country Planning (General Permitted Development) (England) Order of 2015, demonstrated by the agent is sufficient weight to outweigh the harm to the Green Belt by reason of inappropriateness and effect on openness. Therefore, Very Special Circumstances existing to justify inappropriate development in the Green Belt
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date on which this permission is granted. Reason To comply with the requirements of Section 91 of the Town & Country Planning Act 1990.
No materials shall be used for the external surfaces of the development other than those specified on the application. Reason In the interests of visual amenity and to ensure compliance with Local Plan Policies CP3, CP15, CP16, RTC3 (where applicable) and the NPPF.

No development (including demolition or modification) shall take place on the dwelling named Standwell until either an individual bat mitigation licence, or evidence that the site has been registered with Natural England under a low impact mitigation class licence, has been submitted to the Local Planning Authority together with the approved Method Statement and any accompanying figures. Reason: To ensure the protection of bats which are European Protected Species
Bat and bird boxes shall be erected on suitable trees in accordance with the biodiversity enhancements detailed at paragraphs 4.45-4.46 of the Ecological Appraisal v2 (Salopian Ecology, 13 January 2025) and thereafter be maintained for the lifetime of the development. Reason: To improve biodiversity in accordance with section 187(d) of the NPPF and CP12 of the Local Plan.
Prior to the erection of any external lighting on the site, a lighting plan shall be submitted to and approved in writing by the Local Planning Authority. The lighting plan shall demonstrate that the proposed lighting will not impact upon ecological networks and/or sensitive features, e.g. bat access points, bat boxes and bird boxes, trees and hedgerows. The submitted scheme shall be designed to take into account the advice on lighting set out in the Bat Conservation Trust’s Guidance Note 08/23 Bats and artificial lighting in the UK. The development shall be carried out strictly in accordance with the approved details and thereafter retained for the lifetime of the development. Reason: To minimise disturbance to bats, which are European Protected Species
The development hereby permitted shall not be occupied until the first-floor window indicated on the approved plan to serve the ensuite, is obscure glazed. The window shall be non-opening unless the parts of the window which can be opened are more than 1.7m above the floor of the room in which the window is installed. Thereafter the window will be retained and maintained as such for the life of the development. Reason To ensure that the development does not give rise to overlooking of adjoining property injurious to the reasonable privacy of the occupiers and to ensure compliance with Local Plan Policies CP3 Chase Shaping - Design, and the NPPF.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Order revoking and re-enacting that Order with or without modification), no development within Part 1 of Schedule 2 to the Order shall be carried out without an express grant of planning permission, from the Local Planning Authority, namely: • The enlargement, improvement or other alteration of the dwellinghouse; • The enlargement of the dwellinghouse consisting of an addition or alteration to its roof; • Any other alteration to the roof of the dwellinghouse; • The erection or construction of a porch outside any external door of the dwelling; • The provision within the curtilage of the dwellinghouse of any building or enclosure, swimming or other pool required for a purpose incidental to the enjoyment of the dwellinghouse as such, or the maintenance, improvement or other alteration of such a building or enclosure; • The provision within the curtilage of the dwellinghouse of a hard surface for any purpose incidental to the enjoyment of the dwellinghouse as such; or • The erection or provision within the curtilage of the dwellinghouse of a container for the storage of oil for domestic heating; Reason The Local Planning Authority considers that such development would be likely to adversely affect the amenity on the Green Belt and the character of the area. It is considered to be in the public interest to require an application to enable the merits of any proposal to be assessed and to ensure compliance with Local Plan Policy CP3 - Chase Shaping - Design, CP14 - Landscape Character and Cannock Chase Area of Outstanding Natural Beauty and the NPPF. No plant or machinery shall be operated, no loading or unloading of vehicles and no movement of commercial vehicles to or from the site shall take place outside the hours of 8:00 a.m. to 6:00 p.m. Saturday. None of the above operations shall be carried out at any time on Sundays or Bank and Public Holidays. Reason To ensure that the proposed development does not prejudice the enjoyment by neighbouring occupiers of their properties and to ensure compliance with the Local Plan Policies CP3 - Chase Shaping, CP8 - Employment Land and the NPPF.
Construction materials and vehicles and shall only be stored within the area known as the ‘Material & Excess Vehicle Storage area’ as denoted on 'Proposed Block Plan Drwg. No 0158 - P - 007 Rev B ' , for the duration of the proposed works. Reason To ensure the retention and protection of the existing vegetation which makes an important contribution to the visual amenity of the area. In accordance with Local Plan Policies CP3, CP12, CP14 and the NPPF.
