- In accordance with Paragraph 38 of the National Planning Policy Framework, the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework.
- Insufficient information has been submitted with the application to demonstrate that the development would not cause significant harm to biodiversity and habitats on (or in close proximity to) the site as a consequence of the proposed change of use and erection of the fencing. The proposal is therefore contrary to Local Plan Policy CP12 and Paragraph 186 of the National Planning Policy Framework.
