  1. In accordance with Paragraph 38 of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework.
  2. The proposed rear extension, by reason of its depth, height and siting, in close proximity to the neighbours principal windows, would cause a significant reduction in natural light and negatively affect the outlook from the neighbouring property, leading to a substantial loss of visual amenity. The proposed rear extension would breach the Daylight / Outlook Standard when taken from the principal patio doors of No. 64. As such, the proposal is contrary to the Design Supplementary Planning Document, Policy CP3 of the Cannock Chase Local Plan and the guidance set out in the National Planning Policy Framework 2023.
  3. By virtue of its height and proximity to the shared boundary, the proposed rear extension would have an overbearing impact on the adjacent property. The proposed extension would create a sense of enclosure to the neighbouring property due to the existing rear extension at No. 64, resulting in a tunnelling effect. This would adversely impact the residential amenity of neighbouring properties, contrary to Policy CP3 of the Cannock Chase Local Plan and the National Planning Policy Framework 2023.
