  1. In accordance with Paragraph 38 of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework.
  2. When read in conjunction with the existing extensions within the curtilage of the dwelling, the proposed front extension would constitute an overdevelopment of the site, significantly reducing the available garden space and compromising the overall functionality of the property. This overdevelopment is contrary to Policy CP3 of the Cannock Chase Local Plan Part 1 and the requirements of the National Planning Policy Framework (NPPF) 2023.
  3. The proposed extension would be sited to the end of a row of dwellings that comprise a uniform appearance and layout set back from the highway behind generous frontages. The proposed extension in this front garden location would be visually incongruous as it would disrupt the established character and uniformity of the streetscene and wider area. Its design and positioning fail to assimilate with the surrounding properties, and thus contrary to Policy CP3 of the Cannock Chase Local Plan Part 1 and the requirements of the National Planning Policy Framework (NPPF) 2023.
