Planning conditions
  1. The proposal will lead to a shortfall in on-site parking provision which will result in a high likelihood of site users parking on the road, particularly at peak operating times, causing obstructions close to the highway junction of Princess Street and Byron Place. The existing limited parking area has insufficient space for additional vehicles. The expected rise in traffic movements from the proposal along with the absence of parking controls in Princess Street near to a junction, raises significant concerns regarding highway safety. As such, the proposal would be contrary to Local Plan Policies CP3 and CP10 and paragraph 115 of the National Planning Policy Framework 2023.
  2. Site users parking on Princess Street and Byron Place would create a noticeable and increased disturbance to neighbouring occupiers by virtue of displaced vehicles parking haphazardly. This has the potential to cause a visual obstruction and inconvenience to neighbouring occupiers and the proposals would therefore result in a detrimental impact upon the amenities and quiet enjoyment that adjacent neighbours may reasonably be expected to enjoy. In respect of this, the proposal is contrary to Policy CP3 of the Local Plan and the objectives of the NPPF 2023.
