- Reason for Refusal of Planning Permission In accordance with paragraph (38) of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework. Planning permission is refused for the above development as described on the accompanying plans for the following reason:- 1. The proposed dwelling by virtue of its scale, detached form and location on a prominent corner plot would not be well-related to the layout and pattern of the existing surrounding development. Rather it would be an incongruous and intrusive feature, reducing spaciousness in the street scene adversely affecting the character and appearance of the area contrary to Policy CP3 of the Cannock Chase Local Plan and paragraph 135 of the National Planning Policy Framework.
