Reason for Refusal of Planning Permission In accordance with paragraph (38) of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework. Planning permission is refused for the above development as described on the accompanying plans for the following reasons:- 1. The proposed LED display board would not be used to advertise the land-use of the application site as seen through the wider street scene. In addition, the use of a LED display board would appear as an over dominant strident commercial feature that would significantly adversely impinge on the character and amenity of the wider street scene. Therefore, the proposal is contrary to Paragraph 141 of the National Planning Policy Guidance and Policy CP3 of the Cannock Chase Local Plan. 2. The proposed LED display board, by virtue of its scale, position, proposed luminance and its relationship to No. 2 Church Hill, would result in a significant detrimental impact on the visual amenity and outlook for the neighbouring occupiers, from their front principal windows and private amenity area to the rear. Therefore, the proposal is contrary to Paragraph 141 of the National Planning Policy Guidance and Policy CP3 of the Cannock Chase Local Plan. 2.
