  1. Reason for Refusal of Planning Permission In accordance with paragraph (38) of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework. 1. The proposed two storey extension would be located immediately adjacent the rear boundary of No. 35 Greenwood Park, and would, extend for a width of approx. 8.5m. By reason of the scale and mass of the proposed first floor rear projection, the proposal would result in a visually intrusive and overbearing form of development detrimental to the amenities of No. 35 and their extended dwelling. It is therefore assessed that the proposal would not retain a high standard of amenity for the neighbouring occupier’s contrary to paragraph 135(f) of the National Planning Policy Framework and Local Plan Policy CP3.
