- The proposed increase from a 6-bedroom HMO (Use Class C4) into a 10-bedroom HMO (Sui Generis) would, in conjunction with a 10-bedroom HMO already being located at no. 32 Holly Street, result in an undesirable over-intensification of use in this quiet residential location, at the end of a narrow cul-de-sac. The increase in associated comings and goings, particularly from vehicles, is likely to result in noticeable and increased disturbance to neighbouring occupiers. Furthermore, given the limited availability of on-site parking there is a likelihood that any visitors to the premises may park on-street on this single track road, causing an obstruction and inconvenience to neighbouring occupiers. The proposals would therefore result in a detrimental impact upon the amenities and quite enjoyment that adjacent neighbours may reasonably be expected to enjoy. Therefore, the proposal is contrary to Policy CP3 of the Local Plan and the objectives of the NPPF 2023.
