- The new porch design is assessed as oversized in scale and height, does not represent appropriate massing in the context of the traditional linear roof form of the host building and would have an overtly strong visual influence upon the main public vantage point of the property from Hagley Drive. The resultant height and appearance of the porch combined with its siting adjacent to the main linear pitched roof of the host dwelling are felt to interrupt and compete with the architectural integrity of the host property and the ‘legibility’ of its evolution. As such the application is considered contrary to the emphasis of Local Plan Policy CP3 with regards to being well related to existing building and complementing local distinctiveness. Additionally the proposals are assessed as contrary to the updated emphasis on achieving good design in the NPPF (2023) as well as that contained within the National Design Guide.
- Reason for Refusal of Planning Permission In accordance with paragraph (38) of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework.
