Planning conditions
  1. In accordance with paragraph (38) of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework. The proposed LED display board would not be used to advertise the land-use of the application site as seen through the wider street scene. In addition, the use of a LED display board would appear as an over dominant strident commercial feature that would significantly adversely impinge on the character and amenity of the wider street scene. By reason of the interchanging nature of the advertisement, the proposal would cause a significant distraction to drivers when using a roundabout which forms part of the primary highway network, and therefore would be a serious risk to highway safety for the users. Therefore, the proposal is contrary to Paragraph 115 and 141 of the National Planning Policy Guidance and Policy CP3 of the Cannock Chase Local Plan.
