The application seeks approval of details pertaining to Condition 8 attached to reserved matters approval reference: CH/23/0312) on 19th July 2024. Condition 8 requires the submission of CCTV surveys of the existing outfalls and originally read as follows: “Within a period of three months from the date of the commencement of the development hereby permitted a CCTV survey of existing outfalls serving the development has been undertaken and details of any remedials required to the existing drainage to ensure that surface water from the site is conveyed to the river without increasing flood risk to the site or others has been submitted to and agreed in writing with the Local Planning Authority. Any works required to repair existing outfalls will be undertaken before the development is brought into use.” A non-material amendment application (CCDC Ref. CH/25/0036 & LDC Ref. 23/01012/AMD) was submitted which amended the timeframe for submitting the surveys. This was approved in February 2025 and resulted in the condition being amended to the below: “Prior to the first use of the development hereby approved, a CCTV survey of existing outfalls serving the development shall be undertaken and details of any remedials required to the existing drainage to ensure that surface water from the site is conveyed to the river without increasing flood risk to the site or others shall be submitted to and agreed in writing by the Local Planning Authority. Any works required to repair existing outfalls will be undertaken within 12 months from when the development is brought into use.” Two sets of surveys have been undertaken by Drain Jet Surveys Ltd and are provided with the submissions. Section 1 runs from outfall B1 to the existing manhole, with Section 2 running from the existing manhole to the outlet. The survey report indicates the condition of the drainage pipe and provides a grading. The pipe is assessed as being Grade 3. At this grade no remedial works are required although best practice suggests consideration should be given to maintenance activities in the medium term and this will be undertaken as required. The LLFA have been formally consulted on the application. No objections are received from the LLFA in relation to the survey information and the discharge of the condition is supported. As such the Council can confirm that the relevant condition in its amended form is formally discharged.
