The application seeks discharge of planning condition 3 in relation to planning permission CH/23/0312 for the creation of the All Through School Access Road. Condition 3 relates to the provision of a temporary school coach and vehicle drop-off area and reads as follows: “Prior to the first use of the development hereby approved a scheme for a temporary school coach and vehicle drop-off area shall be submitted and agreed in writing by the Local Planning Authority. The scheme shall include details and location of temporary road markings stating “Bus Stop” or “Coach Stop”, or such other similar and appropriate markings and for the road to be laid out in accordance with Buro Happold drawing 0049436-BHE-XX-XX-DR-C-2525 P07. All of the works in the agreed scheme shall be completed on or before 31 July 2027 unless otherwise agreed by the Local Planning Authority. The temporary school coach and vehicle drop-off area shall remain until the completion of the distributor road in accordance with the timescales set by condition 29 unless otherwise agreed in writing by the Local Planning.” The submitted information which includes Drawing No. 0059278-BHE-XX-XX-DR-C-62201, Rev P00 and 0059278-BHE-XX-XX-DR-C-62301 Rev P00 are acceptable to the highway authority as they clearly demonstrate that four bus/coach parking bays can be provided along the spine road. As such the Council is of the view that subject to compliance with the remaining condition wording, the intiial requirements of the condition can be discharged. The applicant is reminded that by approving this discharge, the scheme shall be completed on or before 31st July 2026 in line with the Highway Authority's comments.
