Planning conditions
  1. As reported within the submissions, the All Through School is planned to be opened in September 2025 on the former Rugeley Power Station site. The approved access road is intended to provide access to the new All Through School prior to wider development coming forward, including the spine road that will serve as the primary access corridor between the A51 at the western end of the Site and the A513 to the east. The portion of the approved spine road is designed as a primary road and will be flanked by verge (including landscaping to be approved), footway and cycleway on both sides of the carriageway. It is also designed to connect with the northern arm of a new roundabout on the A51; the details of which were subject to prior approval application SCC/24/0008/PD and approved by Staffordshire County Council on the 19th January 2024. Works have commenced on the new roundabout and this is due to be completed in Summer 2025. Condition 12 attached to the Outline consents has already been discharged by LDC (19/00753/DSCH27 on 23/10/2024) and CCDC (CH/19/201/S on 30/10/2024) in respect of the reserved matters approvals for the All Through School Access and Supply Works. This application seeks to re-discharge Condition 12 with an updated CEMP in respect of part v) of the condition, the management and routing of construction traffic only. The enclosed Environmental Management Plan is the same as the approved Environmental Management Plan, but with an updated construction site access plan. The updated construction site access plan has been carefully designed to minimize disruption to the surrounding community and ensure the safety of both workers and residents. No objections are raised by the Highway Authority. Comprehensive signage and temporary traffic controls will be installed to guide vehicles and pedestrians safely around the construction zones with an improved relationship to the future school position. As such the application details are accepted and the condition is further discharged by acceptance of these details.
