The property subject to this application has been in residential use for many years. The proposed use is as a care facility for a single child/young person with carers on site. Typically there would be two - three carers to include a site manager during the day (and two carers at night)to one child/young person. The Applicant appreciates that ordinarily such a use of the property may be considered as a C2 use but in this case, the Applicant does not consider the proposed use to be a material change of use from the existing C3 Use as a dwellinghouse for which planning permission would be required.
