Council planning record

The tree in question is a Norway Spruce (T1) WITH PTO number 164/06. There are a number of branches hanging over the boundary fence with the longest branch extended 2.95 metres on to my property. These branches are causing excessive shading of the grassed area, flower beds and the patio and seating area for a large proportion of the day and dropping large amounts of cones onto my grassed area at the seasonal time. I would like to cut back the overhanging branches to tboundary fence line as high as possible and return the cuttings to theowner, I would like advice as to how high I would be allowed to go so I can consider professional help but at this moment I would
