Planning conditions
  1. The proposed development fails to provide any affordable housing, notwithstanding that Policy 48 requires 50% affordable housing on a site of this scale within the Newport submarket area. Furthermore, the part of the development and associated infrastructure extending beyond the Dinas Cross Rural Centre boundary does not meet the exceptional-release provisions for development in the countryside, which require such land to be used solely for affordable housing to meet an identified local need. No exceptional circumstances or other material considerations have been demonstrated to outweigh these conflicts. The proposal is therefore contrary to Policies 1 (National Park Purposes and Duty), 7 (Countryside), 48 (Affordable Housing), 49 (Affordable Housing Exception Sites), 52 (Housing Mix) and 55 (Infrastructure Requirements) of the Pembrokeshire Coast National Park Local Development Plan 2.
  2. The proposed dormer bungalows, by reason of their scale, form and appearance, would be out of keeping with the predominantly single-storey character of Spring Hill. The development would erode local distinctiveness and cause harmful visual effects within the immediate street scene and in wider views across the National Park landscape, including from the Dinas Cross Viewpoint. The proposal therefore fails to conserve the special qualities and landscape character of the National Park and is contrary to Policies 8 (Special Qualities), 14 (Conservation of the Pembrokeshire Coast National Park) and 29 (Sustainable Design) of the Pembrokeshire Coast National Park Local Development Plan 2.
